			<content:encoded><![CDATA[<p>The Provincial Government is encouraging young artists to apply for the 2011 National Artists Program (NAP), a mentorship program for artists ages 16-22 offered in conjunction with the upcoming Canada Winter Games, taking place in Halifax, Nova Scotia, February 11-27, 2011.</p>
<p>&#8220;This two-week program offers young artists the exciting opportunity to gain increased knowledge and professional development in their chosen discipline,&#8221; said the Honourable Terry French, Minister of Tourism, Culture and Recreation. </p>
<p>&#8220;The Government of Newfoundland and Labrador remains committed to our province’s emerging artists and arts community, and I encourage young men and women throughout the province to take advantage of this program and all the benefits it has to offer up-and-coming artists.&#8221;</p>
<p>Three artists will be selected from each province/territory, for a total of 39 participants. Team Newfoundland and Labrador artists will be selected by a jury of established artists based on artistic talent, commitment to the creative development of their artistic discipline, and ability to collaborate. Under the guidance of senior arts facilitators, NAP participants will engage in a variety of training and presentation opportunities. Costs associated with travel, accommodations and meals will be covered by the Canada Games.　The deadline to submit an application is September 30, 2010.</p>

			<content:encoded><![CDATA[<p>On June 24-26, the <a href="http://www.nlfdc.ca/">NLFDC</a>, in partnership with <a href="http://www.iatse849.com/">IATSE Local 849</a> will present a workshop on a recently purchased Chevrolet 4&#215;4 Camera Car with crane, process trailer, and pan/steer dolly. The course will be instructed by Dolly Grip, Roy Benson and Bill Hong, Camera Car specialist for William F. White International. Bill’s extensive resume includes work on <em>The Dark Knight, Amelia, The Incredible Hulk</em> and numerous other blockbuster films.</p>
<p>There will be three segments to this workshop. The first being held on June 24th for selected key crew members in the province, the second for general interested crew and the third will be an open demonstration for producers, marketing firms, and other interested parties.</p>

<p>This is a project to film a conference in St-John&#8217;s on the 31st of March 9-5.</p>
<p>The information below should give you enough information to make a pitch, but if you need more, do not hesitate to get in touch. Assume that you will need a tripod and some basic lighting.</p>
<p>We will be delivering the client no more than 3 bids on Friday, so if you would like to be considered for the project, please submit your one-page pitch before Thursday noon.</p>

<p>I am writing in my capacity as Co-Chair of the ACTRA National/Toronto Diversity Committee and our current Outreach and Education initiative. Please see the link below which takes you to an on-line survey that we are hoping you are able to circulate. We are looking for immediate responses and will be accepting submissions up and until May 22, 2009. We would appreciate your assistance in collecting as many responses as possible. Although the survey is targeted towards ACTRA members we are also accepting submissions from other sectors of the screen based industry.</p>

<p>&#8220;As part of an Outreach and Education Initiative, the ACTRA National/Toronto Diversity committee is seeking opinions and experiences from actors, producers, directors and other creative talent working within Canadian film and television who are either Culturally/Physically Diverse or Aboriginal or work with those communities. Responses collected in survey form will be compiled into a report and tabled at both the ACTRA Toronto and ACTRA National council meetings. Our aim is to identify issues and challenges faced by those who are from, or chose to create projects within, cultural and disability sectors. The Diversity Committee&#8217;s mandate is to create initiatives that support the building of a Canadian Industry that is inclusive of multiculturalism. We need your voice to help build those initiatives. Should you choose to include your name, ACTRA ensures that all personal data collected in this survey will be held in accordance with the Data Protection Act 1998 and will not be distributed or shared&#8221;.</p>

and another one on cultural infrastructure.</em></p>
<p><strong>Just the facts</strong><br />
Two recently released reports on arts funding have refocused the debate on federal government investments in the arts and culture sector.</p>
<p>The Standing Committee on Canadian Heritage recently published <a href="http://www2.parl.gc.ca/HousePublications/Publication.aspx?DocId=3821320&#038;Language=E&#038;Mode=1&#038;Parl=40&#038;Ses=2">a report</a> further to the hearings held in the wake of funding cuts to the arts made over the course of the summer and fall of 2008. The Committee heard from a wide range of witnesses that testified about the impact of the cuts on current and future activities and the financial stability of the sector.<br />
<span id="more-160"></span><br />
The Standing Committee also heard from senior departmental officials, including Deputy Minister of Canadian Heritage, Ms. Judith LaRocque, about some of the reasons for the cuts. Because of the decision-making process concerning those cuts is covered by budget secrecy, Ms. LaRocque could not provide the detailed information some of the Committee members were seeking throughout the hearings about the rationale for targeting of some programs for the chopping block.</p>
<p>Nonetheless, the same budget process saw many of the programs restored or given increased resources in <a href="http://www.ccarts.ca/en/advocacy/bulletins/2009/0409.htm">the last federal budget</a>. In light of this, the Standing Committee’s report is somewhat retrospective. The Conservative members of the Committee issued a Dissenting Opinion which is included in the Report. The Dissenting Opinion provides additional rationales for some of the spending cuts but also highlights increases in funding to the Canada Council for the Arts and increases to international outreach efforts by the National Film Board, Factor/MusiqueAction and the Association for the Export of Canadian Books. </p>
<p>The Conservative members also allege that …” diplomatic missions, cultural attachés and trade commission offices will continue to promote the sector as part of the mandate, as will the Trade Commissioner Service across Canada.” </p>
<p>It would seem implausible that the budget cuts to Foreign Affairs with the transfers of funds to the missions around the world will not affect the cultural attachés. Further to successive budget cuts, many of our cultural attachés now have to expend considerable efforts to raise funds to undertake any promotional work on behalf of Canadian artists, creators and arts professionals.</p>
<p>In a few weeks the CCA will release a detailed analysis of the 2009 federal budget where a clearer picture of where federal funding for the arts currently stands. The Report of the Standing Committee will be a useful historical reference document in mapping funding trends at the federal level.</p>
<p>On another front, the Creative City Network has recently released <a href="http://www.creativecity.ca/news/SE-5/index-e.html">a report</a> on the state of cultural infrastructure across Canada. This report is an abridged version of <a href="http://www.cultureandcommunities.ca/ressources/publications.html">the report</a> published in August 2008 by Simon Fraser University’s Centre of Expertise on Culture and Communities (CECC). While pointing to the fact that we are lacking a complete set of data on the current situation, the Report presents an excellent overview of the state of many of our cultural facilities and other infrastructure central to the vitality of the sector. </p>
<p>The Report reminds us that many of the facilities were created in celebration of Canada’s Centennial year and are now aging and in need of both repairs and technical upgrades. The Report also reflects on new trends in cultural infrastructure and calls upon the federal government to make this a priority in advance of Canada’s Sesquicentennial in 2017.</p>
<p><strong>Tell me More</strong><br />
With respect to the funding of cultural infrastructure, the Cultural Spaces Program at the Department of Canadian Heritage has received an infusion of an additional $ 30 million for the current fiscal year. It seems that the government has also committed to a new injection of $ 30 million for the next fiscal year, but at the moment, it is still unclear if the base funding of $ 30 million will be in place next year as the program is due to sunset in March 2010. This is no doubt a step in the right direction, but it remains quite modest when one considers that the federal economic stimulus budget has earmarked $ 500 million over two years for the renovation and upgrade of recreational infrastructure. </p>
<p>Cultural infrastructure projects are now also eligible for funding under the <a href="http://www.buildingcanada-chantierscanada.gc.ca/funprog-progfin/target-viser/bcf-fcc/bcf-fcc-eng.html">Building Canada Fund</a> of the Department of Transport, Infrastructure and Communities. The process is somewhat more competitive with a buy in required from municipalities and provincial governments, and cultural projects are competing with other infrastructure projects like sewage, roads, sport facilities, etc. However the program is very well funded at $ 4.1 billion.</p>
<p>The CCA <a href="http://ccarts.ca/en/documents/letterMin.Bairdinfrastructure29.04.pdf">has written</a> to the Minister of Transport, Infrastructure and Communities, the Hon. John Baird, drawing the CECC’s Report and that of the Federation of Canadian Municipalities to his attention and calling for further federal investment in the cultural infrastructure across Canada. The CCA commends the CECC on this report which will be an important tool in focusing the requests for additional federal spending on the arts and culture sector.</p>

<p>The Bloc Quebecois passed a motion that calls for a study to review the $45 million in cuts to arts and culture programs.  </p>

<p>We need your feedback as soon as possible in order to prepare a brief on behalf of the media arts sector. </p>

			<content:encoded><![CDATA[<p>The next major piece for the <a href="http://www.acinl.ca/">Association of Cultural Industries of Newfoundland Labrador</a>&#8216;s popular website has just gone live: <a href="http://acinl.ca/job/">the Cultural Jobs Board</a> &#8212; a module inspired by ACI&#8217;s ongoing human resources research. This jobs board allows those seeking employment in the cultural sector to browse jobs around the province and country, while also allowing anyone already signed up for an ACI account to post job descriptions on the site. </p>
<p>In 2008, the Association of Cultural Industries of Newfoundland Labrador (ACI) redesigned its website as a Web 2.0 destination for cultural workers, audiences, and consumers. Users can either browse the content online or create a &#8220;Facebook&#8221;-like profile that will allow them to add content to the site, including biographies, event listings, training profiles, and job postings &#8212; thereby promoting their work, products, shows, courses, businesses, etc.</p>
<p>The very popular <a href="http://whatareyouat.ca">Cultural Calendar</a> was released in July, and allows users to see cultural event listings across the province or narrow their choices by geographic area and artistic discipline. Also released at this time was the <a href="http://acinl.ca/development-profile/">Mentorship and Training Database</a>, which allows users to either seek cultural training around the province or post their own training and mentorship offerings.</p>
